Ballast water is the sea water that puts into the tank to lower the ship's center of gravity and keep its balance. As a result, thousands of marine species may come in and out of the water tank while injecting and discharging the ballast water when ships arrive at the port. Ithas been identified as a major cause of disturbance to the marine ecosystem.
Currently, more than 50 billion tons of ballast water per year is moving across different seas via international navigation vessels thus the marine species can disrupt the ecosystem as they can also move along with them. To prevent this problem, the ballast water management system removes or disarms the aquatic organisms and pathogens in the ballast water by applying various techniques such as electrolysis, ozone injection, UV projection, or chemicals.

On September 8th, 2017International Maritime Organization (IMO) announced an environmental regulation that newly constructed international vessels should install the ballast water management system mandatorily. However, the installation deadline has been extended for currently operating ships until 8th of September in 2024. Therefore, all international vessels should install the ballast water management system from September 8, 2019 to September 8, 2024 considering the fact that the term of International Oil Pollution Prevention (IOPP) is set for five years.
US, operating more than 50 % of the world's vessels, has set the regulation to all the ships sailing along the US coastal area to mandatorily install the BWMS approved by United States Coast Guard (USCG). It is separated from the implementation of the IMO's Convention on the ballast water management and much more difficult to get the approval. It is also expected that the stronger regulation on environmental standard will apply.

Frost and Sullivan, a research agency in the US, estimated the market size of the ballast water management system to be 50 trillion won over the next five years, and the domestic IBK Economic Research Institute estimated it to be 55.5 trillion won. In other words, it is estimated that the market size of 48 trillion won for the current operating ships, 1.1 trillion won for the newly built ships with respect to the ballast water management system, and from 300 billion to 500 billion won for the facilitymaintenance. Meanwhile, the Ministry of Maritime Affairs and Fisheries estimated it to be 40 trillion won over the next five years.
